Veredas, calles, plazas y parques son las distintas tipologÃas en las que se nos presenta el espacio público en la ciudad. A pesar de que la propuesta para VÃctor Hugo tiene como necesidad primaria la resolución circulatoria (calle/vereda), nuestra propuesta incluye, de modo reducido, el resto de las tipologÃas (plaza/parque) con pequeñas estaciones de uso y especial atención en la parquización.
Esta propuesta de circulación basada en el disfrute integral del usuario, pretende impactar en la calidad de vida de los habitantes de Ostende y los beneficiarios ocasionales que trae el turismo.
Creemos que el espacio público de calidad iguala a los ciudadanos, que cualquier mejora es una acción democratizadora que impacta en lo social y lo identitario y que, al mismo tiempo, genera paisaje.
Consideramos que la intervención en la Av. Victor Hugo, no debe incentivar la circulación vehicular a gran velocidad. Se debe pensar en calles para los 15km/h y no para los 60Km/h, metáfora para indicar que a la ciudad no le sirve que las avenidas se utilicen únicamente como vÃas de conexión rápida entre puntos.
Se buscará generar entornos de alta calidad urbanÃstica sobre la avenida en lugares donde actualmente las personas desarrollan sus actividades obligatorias y nunca o casi nunca las actividades opcionales. Está probado que las personas se vuelcan en mayor medida a los espacios urbanos de calidad.
